About This Project
The Haegler Ranch, Gieck Ranch, and Ellicott Consolidated Drainage Basin Planning Study (DBPS) is a multi-year effort led by El Paso County, in collaboration with Wilson & Company, to better understand and plan for drainage, flood risk, and future infrastructure needs in the county's growing areas.
Initiated in late 2025, this four-year study evaluates how stormwater currently moves through the Haegler Ranch, Gieck Ranch, and Ellicott Consolidated drainage basins and how those conditions may change with future development. The goal is to identify practical, long-term solutions that improve safety, reduce flood risk, and support responsible growth.
What is a Drainage Basin Planning Study?
A Drainage Basin Planning Study (DBPS) is a comprehensive planning process used to evaluate existing and future stormwater conditions within a defined watershed area. These studies help identify:
- Areas at risk of flooding
- Gaps or deficiencies in existing drainage infrastructure
- Improvements needed to manage stormwater effectively
- Future infrastructure such as detention ponds, channels, and crossings
- Funding strategies, including drainage and bridge fees tied to new development
The outcome is a detailed plan that guides the design, funding, and construction of drainage infrastructure over time.

As El Paso County continues to grow, understanding how development impacts drainage is critical. This study will build on previous basin-level efforts and provide an updated, coordinated approach across all three basins.
